The answer is simple: it depends on what you like and/or the personal preferences of your guests.

The dosage by brewing method

For "scoops of coffee," usually stick to a level tablespoon as the unit, but you can also measure the amount of coffee by grams of ground coffee beans, of course. How many grams of coffee per cup? The golden rule for ground coffee is about 7 grams of ground coffee (about 3 level teaspoons) per 100 to 125 ml of water

Again: what the right amount is also depends on whether you like strong coffee or not and on how many cups of coffee you drink at all. Tastes differ!

Whole coffee beans per cup of coffee or espresso

So you use about 7 grams of ground coffee per cup of coffee. How many whole beans does this require? A little more. 

For a nice strong cup of coffee or an espresso, you need a slightly larger amount of ground coffee or coffee beans to the same amount of water. You use between 7-8 grams of whole coffee beans (about 4 level teaspoons) for strong coffee and also for espresso, usually between 7-8 grams of whole coffee beans (about 4 level teaspoons) per 30 to 40 ml of water.

Fine grind or coarse grind?

So the perfect cup of coffee is created by a combination of factors. The most important: What is the brewing method you use? For example, for filter coffee you need a fine grind, while for espresso machines you can also use a coarse grind. This has to do with the rate at which the hot water seeps through the ground coffee.
